  2. to make this easy Penal Law 265.01 makes it a crime for felons to own a muzzle loader after Jan. 30 2012. Scroll down to section 265.01 and read number 4. There are 2 number fours, the one now and the one below it states the change on Jan. 30 Certificate of relief and good conduct info And if your on parole you can't even carry a knife let alone anything else so this does not apply to people on parole or probation. Any felon can still own a bow and the newly allowed cross-bow, but starting January 30, 2012 any felon, doesn't matter the crime, cannot own a muzzleloader without being granted a certificate of relief from disabilities (used for 1 felony conviction) or a certificate of good conduct (used for more than 1 felony conviction).
  3. I am stuck in the same situation as your son is. Under New York State Penal Law section 265.01 starting January 30, 2012 people with felony convictions will no longer be able to own black powder or any muzzle-loading weapon.
