Deer management draft proposal recently released by the DEC.

DEC has developed a draft Deer Management Plan for New York State. This process began in 2009 when DEC hosted a series of meetings across the state to engage New Yorkers in a discussion of deer management issues and to solicit the public's input on deer management priorities (see Public Meetings on Deer Management). DEC then contracted with the Human Dimensions Research Unit at Cornell University to complete a formal survey of New York deer hunters (see Statewide Deer Hunter Survey - 2010 (PDF); 516 kB) to further explore specific issues that emerged during the public meetings. Input from the public and results of various hunters surveys were used by DEC biologists and managers to help develop the recommendations and management actions contained in the draft plan.

The draft plan describes six primary goals that encompass the current priorities for deer management and the values and issues expressed by the public:

  1. Manage deer populations at levels that are appropriate for human and ecological concerns;
  2. Promote and enhance deer hunting as an important recreational activity, tradition, and population management tool in New York;
  3. Reduce negative impacts caused by deer;
  4. Foster public understanding and communication about deer ecology, deer management, economic aspects and recreational opportunities;
  5. Manage deer to promote healthy and sustainable forests and enhance habitat conservation efforts to benefit deer and other species; and
  6. Ensure that the necessary resources are available to support sound management of white-tailed deer in New York.

IMPORTANT GREAT NEWS -- The new deer plan is out and antler restriction implementation is a big part of it!!  Starting next year!

Strategy 2.3.4: Develop a collaborative demonstration area(s) using both state and privately

managed lands to illustrate application of Quality Deer Management techniques (Miller and

Marchinton 1995).

Strategy 2.3.5: Continue mandatory antler restrictions in WMUs 3C, 3H, 3J, and 3K. 

Strategy 2.3.6: Beginning in the 2012 big game hunting season, expand the mandatory antler

restriction area to include WMUs 3A, 4G, 4O, 4P, 4R, 4S, and 4W. 

Strategy 2.3.7: Develop objective criteria for considering mandatory antler restrictions in other

portions of New York.

+ Oct 1 Bow season start in Southern Zone!

Most of it sounds fine to me. I am not worried about the AR stuff, because I dont hunt anywhere near the area, and I dont really have much of an opinion about it to begin with. I like the Oct 1 bow opener in the SZ, the reduced distance for firing a bow/crossbow, and the early youth weekend, but I do not agree with the early ML proposal. I also like that they put the DEC's feelings about crossbows in black and white, and that they plainly say it is considered a form of "bowhunting equipment", putting that silly argument to bed once and for all.  ;)

A couple of things Id like to see would be the mandatory tag report (filled or unfilled) and a short survey at the time of purchasing a license for everyone.

Ditto, Except I wouldn't mind an early ML season. The mandatory reporting is key in my view. If you want another license you have to produce your used and unsed tags from last year. I have to believe with the bar codes it would be a pretty easy programming feat to input the data.

Yeah the reporting thing is odd, it would be pretty easy for them to do. As far as the early ML thing goes, I dont particularly agree with it, but ask me if I will hunt it or not. If it passes, Ill be getting that new ML this summer.  ;D

I re-read the ml part and it sounds like it would only be in certain areas where deer numbers are high. Not the end of the world plus its set up to be a real short week as it stands now. The youth part I think is goofy but I do get why they did it those three days.

I saw that, and no doubt, my area will be included, which is why I took note. I agree, not the end of the world, but if we were talking perfect season structure (In my opinion), I wouldnt want it. If it goes through, Ill be taking advantage.

I guess I kind of envision them saying if you have Doe permits for an area you can fill them in that time frame with the muzzleloader. that would take care of what areas get hunted. Kind of just like we do now during archery season.

An nice to see the use of the phrase "same as other bow hunting equipment" so much in their report ;)

Not real happy about a week long gun hunt in the middle of archery season.

Once again archery season took it on the chin and gun season was unchanged.(neither shortened or pushed back).

my point was it was probably mostly gun hunters in favor of these early gun seasons yet it was archery season which was effected. they could have taken three days from gun season for the youth hunt or pushed gun season back.

From what I read they don't want hunting going any deeper into December and the shortening of gun had a high percentage of negative response. I would rather see this where it is than take any archery at the end of the archery season....that is my favorite time to bow hunt. They are anticipating 16,000 participants in the youth gun. I don't think 3 days will ruin it. I bet the ML seaon doesn't happen. I probably wouldn't participate for just filling of doe tags. I'd rather be bow hunting for the buck during that time.I wouldn't stir up the woods for the does at that point.

In the DMU I hunt they give DMP's away like candy so I expect to be dodging ML slugs after the kids are done hammering away. Last year they were giving away extra DMP's first come first serve after 11/1.

In the NZ early MZ opens a week before reg gun season, OK. I do NOT agree with splitting up bow season like that. IF it is an early gun/muzz/youth it should be before gun season not in the damn middle of Bow.

This proposal Fails.

If they followed the lead from the NZ you would be losing a week of pre-rut/rut hunting. That would really get the majority of bow hunter up in a hackle

I know for a fact that my WMU will have the MZ hunt if if is enacted...

Not a huge fan of a weeklong mz hunt in October.

I'm also a bit mixed on the youth hunt. Don't know why...I just am.

The youth hunt is 3 days....the ML is 4 days and does not even include a weekend.(as proposed). I am betting most of us wouldn't even know the ML is going on unless you are lucky enough to be able to hunt during the week. Part of me thinks I would like to see the neighbors doing it a little to chase the bucks over to the areas I can hunt...lol

If unit 8N (for example) is the only DMU in the area to have an early ML season, don't you think it would draw crowds from the surrounding DMU's that don't have that season trying to get in the the action?  I bet an early ML would have a big impact on archery season and would have gun hunters lined up to buy a new inline to shoot 200yds.
