The statement above is from the DEC press release regarding 2012 rules changes. I don't understand exactly what it means and was hoping someone could clarify.

I think what they are saying the DEC is opening all area's in SC for the special season, and its up to the towns to decide if that is allowed or not.

I took that to mean that you could legally hunt deer with a shotgun/Mzldr on private property, during the january season, so long as the town/village your hunting in allows hunting.

I could be wrong though...

You already could hunt private property with shotgun/muzzloader in Jan.

Maybe without a town permit?
