The New York State Conservation Council asks that everyone reach out to NYS Senate EnCon Committee and ask them to oppose the proposed legislation S04976-A that would prohibit the use of lead ammunition in the taking of wildlife on wildlife management areas, state forests, forest preserves, state parks or any other state owned land that is open for hunting and on land contributing surface water to the NYC water supply. This bill has passed the Assembly and has made its way to the Senate EnCon Committee.
Below is the contact information of all of the NYS Senate EnCon Committee Members, please call them and ask them to oppose this bill, emailing them doesn't do much, so please call.
Also below is the letter being sent to the committee members from NYSCC.

Request for Opposition of S04976-A, Prohibition on Lead Ammo Use

Once again, The New York State Conservation Council requests that the NY State Senate oppose the proposed legislation S04976-A that would;
“Prohibits the use of lead ammunition in the taking of wildlife on wildlife management areas, state forests, forest preserves, state parks or any other state-owned land that is open for hunting and on land contributing surface water to the New York City water supply.”

The bill before the State Senate is S04976-A. It’s the same as bill A2084A which passed the State Assembly on April 28th and was forwarded to the State Senate Encon Committee.
In last year’s session, it passed the Assembly and died in the Senate Encon Committee.

The issue of banning lead ammo has been around for years and information from DEC and other groups does not factually support the action required in this bill.
The New York State Conservation Council is a member and participant in the NYS Lead Ammo Working Group. Through the working group’s studies and research there still is not any definitive information to support this Bill’s action to prohibit the use of lead ammo on State Lands and the NYC Watershed.

This bill is seen by many as just a disguised attempt to ban hunting.

This action might be more credible if alternative ammo was readily available, but it is not. Present facts do not support this lead ammo ban.

The NYS Conservation Council has been, and continues to be, a leading advocate for hunting and conservation. The outdoor sporting community’s contribution to the NYS economy has been estimated to be in excess of 8 billion dollars a year. Historically the sporting community’s contributions in dollars and in support of sound conservation practices has been a mainstay of the economy and recreation in the State. This bill does not deal with the facts. The ammo ban is unjustified and does not give a reasonable alternative.

Please consider voting this bill down.
Chuck Parker
President, New York State Conservation Council

Biden goes after hunting and fishing rights: The U.S. Fish and Wildlife Service will soon be releasing new regulations that have hunting and fishing organizations raising serious objections. According to Luke Hilgemann, executive director of International Order of T. Roosevelt (IOTR), a hunting and fishing rights conservationist organization, the Biden administration is using a new regulation to ban "the most common forms of hunting cartridges that most people buy off the shelf and requiring that no lead cartridges be used on any federal lands." The new regulation in question would ban the use of lead ammunition and lead fishing weights on federal public lands. The Biden administration is bowing to extreme animal rights activist groups like PETA and using the guise of preventing lead contamination, a scientifically dubious claim, to effectively implement an anti-hunting and anti-fishing agenda. Ironically, the biggest losers from this policy will be America's wildlife, as well-regulated hunting and fishing have been the most effective means for managing and conserving our nation's rich and abundant wildlife.

https://www.nrahlf.org/articles/2023/7/11/us-house-resolution-aims-to-halt-federal-lead-ammo-bans/?utm_source=newsletter

A key U.S. House committee has approved an important measure that would help ensure the future of hunting in the United States by prohibiting the ban of lead ammunition on many federally managed lands. HR 615, called the Protecting Access for Hunters and Anglers Act, was introduced by Republican U.S. Rep. Rob Wittman of Virginia. The measure bars the Department of the Interior and the Department of Agriculture from prohibiting or regulating the use of lead ammunition or tackle on federal land or water that is under the jurisdiction of such departments and made available for hunting or fishing.

Such a ban would make hunting more difficult and more expensive for hunters who want to access these public lands. Non-lead ammunition, often made of copper alloys, is routinely cited as being at least 25 percent more expensive than traditional lead varieties.

Non-lead ammunition also can be very difficult to find at retail operations as there simply is not that much of it made compared to traditional lead ammunition. The non-lead options available for centerfire rifle ammunition, for example, are limited to certain popular calibers.
