It could be considered a legal form of baiting, just like any other food plot crop in NY state.  Deer do love pumpkins.  I grew them when our kids were younger and struggled a bit to keep the deer from taking bites out of them.

If they are left in the pumpkin patch where they were grown I would say not baiting. If you take them and pile them under a stand elsewhere I would say that is baiting.

You can hunt apples trees with fruit on the ground but don’t make an unnatural pile.
