You can give money to one part of the government by taking it from another part. This does not require an increase in taxes. It is similiar to my own budget. I have had to give up certain things so I can afford $5.00 a gallon gas and bread costing $4.00. The boat was overloaded plain and simple. The boat was rolled (not capsized as mistakenly reported) when he cut a turn as stated by a nearby boater. The boat took on water and spilled everyone overboard except those in the cabin. The storm came afterward. The harbor gets a bit choppy but not enough to roll over a boat that size unless it is overloaded. It was a almost a full moon that night and you could see the water quite well. Most often you won't get a shot, but that is as much of the hunt as getting one. You could also join some hunting clubs and hunt as a group alongside other hunters. Long Island has some clubs and they own land upstate they hunt on.
