to make this easy Penal Law 265.01 makes it a crime for felons to own a muzzle loader after Jan. 30 2012. Scroll down to section 265.01 and read number 4. There are 2 number fours, the one now and the one below it states the change on Jan. 30

And if your on parole you can't even carry a knife let alone anything else so this does not apply to people on parole or probation. Any felon can still own a bow and the newly allowed cross-bow, but starting January 30, 2012 any felon, doesn't matter the crime, cannot own a muzzleloader without being granted a certificate of relief from disabilities (used for 1 felony conviction) or a certificate of good conduct (used for more than 1 felony conviction).
