I am pleased to report that the 2014-15 NYS Budget – pending final approval by the Legislature - will make crossbows a legal hunting implement once again in New York State. The budget language will allow crossbow use for all small game and any big game season that includes firearms. We will also have crossbow use in the last 14 days of the Southern Zone and the last 10 days of the Northern Zone early archery seasons. In addition, the archery set back is changed to 150' for archery and 250' for crossbows. Unfortunately, Suffolk and Westchester counties are once again eliminated from the crossbow inclusion. More will be forthcoming in an official press release. Congratulations to all and I thank everyone that made the calls, sent emails and wrote letters to get us to this point. Many people are wondering where we stand with the crossbow. Back at the end of January the Governor included, as part of his budget proposal, language that would legalize the crossbow as a hunting implement and turn regulatory authority over to the DEC for its use. This has put us in the best position to see crossbows becoming a legal hunting implement, but it is not guaranteed. First let me clarify, if everyone does not engage in the process we may not be able to capitalize on this opportunity. The budget process requires the Executive, the Assembly and the Senate to agree on keeping this in the final budget that will be voted on before April 1st. This was introduced by the Governor (Executive) and has had the support of the Senate for the past 2 years, we have fairly strong support in that chamber, but there is still opposition. We really need to focus support in the Assembly. Unlike the legislative process, the budget process involves budget conference committees for each issue (ie environmental conservation) so crossbows will be discussed by the conference committee during the budget process. Since the issue is presented through the budget, it can’t be blocked from discussion as in the past. This is where we all come into the process. Legislators need to hear from their constituents about their opinions on this. We must let them know our wishes and ask that they speak to their leadership about our wishes. We must ask they sign onto the letters of support circulating in their conferences. Then we must also contact the leadership of the Assembly and Senate ourselves and ask that they support keeping the crossbow in the budget as was proposed by the Governor, without modification. (Contact Information below). Our position is the best it has ever been, but again, we are not home free. Please take the time to contact your representatives by mail, email and/or phone. If they already support this thank them, if not remind them you are a voter in their district and you request them to support this. Call again in a week and ask them again what their position is. This is Ours to Lose, but only if we don’t all work together. Talking points to include 1) If you are a current or former bow hunter, be sure to let them know 2) Ask them to support granting regulatory authority for crossbow to the DEC as proposed in the Governors Budget Proposal 3) If you own a crossbow and hunt in other states so you can use your crossbow let them know 4) If you are a non resident, let them know you want to hunt in NY with your crossbow If you don’t know who your legislator is or how to contact them, you can look them up online at http://assembly.state.ny.us/mem/?sh=search for the Assembly or http://www.nysenate.gov/ for the Senate. Enter your address and it will show who your legislator is and how to contact them. If you can’t find them you can call the main switchboard and ask them to look it up for you. Governor Announces Support for Crossbows in NY

The NY Executive budget was presented yesterday and as expected, language that will legalize crossbows as hunting implements as well as turn regulatory authority for their use over to the DEC was included. Additionally, language changing how far you have to be from a building to shoot a bow or crossbow from 500 ft to 150 ft is also part of this package. Please make sure you contact your legislators, Speaker Silver and the Senate Co Presidents Skelos and Klein and request they support these items in the budget. We have and will continue to fight for this until it is done. For those that have been sitting on the sidelines or those that have not renewed your membership, please consider helping this effort. -

Today, Governor Cuomo announced in his State of the State address, his support to legalize crossbow use for hunting purposes and to give regulatory authority for its use to the DEC. This is a great step forward, but our work is not done. We need everyone to write the Governor and thank him for this support as well as the Speaker of the Assembly Sheldon Silver, and Senate Co-Presidents Dean Skelos and Jeff Klein. Next, you need to contact your Senator and Assemblymember and ask them to support the proposal. Since the last update people are asking when A283 is scheduled for a vote in the Assembly. Presently it is not scheduled. And it will take everyone's help for that to happen. There are a few things that need to happen to get any movement in the Assembly. A283 will be to have amended to be "same as" the Senate bill S1699B that just passed. We do not have time to wait until the bill is amended to put on a push to grow support for this bill. With time running out, we are asking everyone to make the calls to their Assemblymember, asking them to co-sponsor and support A283. Some feel that this is putting the cart before the horse, but when the amendment comes through, the co-sponsors will already be signed on and their names will be on the printed copies. Another problem with waiting is that time is running out and having the support prior to the amendment can help show the desire for this to be moved to a vote. We also request you call the Speaker of the Assembly, Sheldon Silver, to show the overwhelming support there is for crossbows to become a legal hunting implement. Having his support can only help to get this onto the floor for a vote. Next, you should contact the Governors office asking for his support to have this bill passed and sent to him for his signature. All of this takes time and effort. I hear feedback that our efforts are futile. Maybe so, but without them we surely don't stand a chance. With time running out, we must make every effort to have this bill sent to the floor for a vote, along with securing support for passage if we can get it moved. So, please keep making the calls and sending those emails. This is a Herculean task, but nothing is impossible if we put our minds to it. Even if you have called already, if your member is not signed on, call again. Call the Speaker's and Assemblyman Sweeney's offices requesting they take action on A283. An don't forget the talking points. If you are a present or former bow hunter please express that (the perception in Albany is that all bowhunters oppose crossbows), let them know the archery/crossbow associations you are with presently and formerly. Most importantly, be respectful, even if you meet resistance from the person answering the phone, be polite. Use this link when contacting the Governor. S1699B just passed the Senate by a vote of 51 - 10. We now must move our efforts to the Assembly and A283. Please keep calling and writing your Assemblymember asking they co-sponsor A283. If they sing on, be sure to thank them for their support. Be sure to tell them if you are a current or former bowhunter. It is also beneficial to let them know of any current or former archery/crossbow affiliation you may have and that you support crossbow regulatory authority being given to the DEC. Then call Sheldon Silvers office along with Bob Sweeney. They need to hear from all the crossbow supporters that the time is now. Things have developed very fast in the past 24 hours. Yesterday I attended the Senate Finance Committee meeting where S1699B was reported out and sent to the Rules Committee. Shortly after noon I got word it was placed on the Rules Committee agenda for yesterday. I left Albany around 3 pm, and on the way home I got word it passed Rules and was being sent to the Senate to be voted on. This morning I woke up and had an email that it is on today's agenda for a floor vote. So we need EVERYONE to send an email or call YOUR Senator this morning and ask that they support S1699B and vote for it when it comes up. You say you did this just a few days ago, well there will be people in opposition making the calls and emails today asking for this to be blocked, so we also need to be heard from TODAY. PLEASE take the time to contact make that contact today. Not sure who your Senator is, follow this link and enter your mailing address to find out. http://www.nysenate.gov/ Next, be sure to call and email your Assembly member and ask they sign on as a co-sponsor to A283 in the Assembly. I have heard from some that their representative assured them they are singing on. So if your Assembly members in not listed, send them a reminder to co-sponsor A283.I talked to around a dozen more Assembly people yesterday and asked they co-sponsor A283. The legislative session is down to just 2 weeks left. It is imperative all crossbow supporters take the time to put on a final push to have S1699 moved through the Senate Finance Committee and voted on by the full Senate. Tuesday June 11th the Senate Finance Committee will be taking up S1699B. It is imperative that everyone sends an email and/or calls the members of the finance committee on Monday to ask they vote to “Report S1699B Out Of Committee”. It is important to contact your own Senators and ask them to support S1699B when it comes to the floor for a vote. I realize the amount of effort this will take, but if you truly wish to see crossbows become a legal hunting implement in NY for all seasons and all game then we need your help. Although there is no guarantee this will happen, rest assured, if we don’t make the push, it won’t just happen on its own. When you contact members of the legislature, please let them know if you are a current or former bowhunter, any current or former archery/crossbow affiliation you may have and that you support crossbow regulatory authority being given to the DEC. If you own a crossbow and travel to other states to hunt with it or if you are a non-resident that would come to NY to hunt if you could use your crossbow please include that as part of your message.
