I fear I may be having a similar experience. I recently moved from Orange County to Ulster County. I had Orange transfer my unrestricted carry permit to Ulster. After a two month wait Ulster finally advised me that my permit was transferred and I was in the Ulster system. When I went to the sheriff's office to pick up my permit I was told that since the permit numbers would be the same I did not need to have an Ulster permit card and continue to use my Orange card. But, if I did want an Ulster permit card I would first have to reapply for the permit including fees, background check and be interviewed by a judge. WT*, Why would I want to go through that and risk losing my unrestricted status? Am I paranoid or is this normal operating procedure for Ulster or is this a new way for NY to take away your carry permit?
