madison county crossbow?

Me and my uncle are on vacation the first 2 weeks of November. We are hunting saint lawrence county rifle season in the northern zone but are thinking about hunting a day in madison county with bow. I shoot a regular coumpound bow but my uncle shoots a crossbow due to a bad shoulder from work. My question is can he use that crossbow during that time in madison?

It looks like its say nov 1st to the 14th. Im just not positive on the ny laws being from vermont. I just want to make sure im not reading it wrong

I believe crossbows can be used anywhere except 3s from November 1 on, as long as you have a muzzleloader tag.
