I don't get it.

 

How are they going to ban something no one hunts or shoots in NY anyway.

I believe, and I'm am sure I will be corrected if I'm wrong :-) it says in the game law book you can not " hunt " them but if you see one while you are deer hunting you can shoot it ??

 

Did I read that right ?
