Got my deer back from a new butcher, about 40-45lbs of meat vacuum packed. I'm happy but had one issue....are "upper loins" back straps? I think it is just not sure.

i would say so   uppers and inners

Tenderloins are inside the body cavity, up against the backbone;  Loins or backstraps  are outside the body cavity, running up and down along the spine.  At least that's the way we see it here.  So, your "upper loins" would, in fact, be backstraps.
