Ok so i know you can't bait deer, thats a given, but can you plant a food plot? like clover? can you hunt it? if so when is the best time to do this so the deer do not eat it come time for the season?

Yes, you can plant a food plot and yes you can hunt over it, there is a whole section on food plots and other QDM methods with lots of info on this site...
