I used to sharpen my Rothhaar Snuffers and Wensel Woodsmans on a mill bastard file, snugged up in a vice. I had an old busted aluminum shaft that I glued an insert into and I'd screw the head into the short shaft and run it down the file. I had a vice (most do) that swiveled and I'd turn it so the front of the file was pointing at me. It might take quite a bit to get things worked to the proper angle. To arrive at THAT angle, grab a Sharpie and blacken the edges of the broadhead and run it one direction (away from you of course) a bunch of times until all the black is gone. Keep rotating the shaft on the file, you don't need to get each edge in a single run. I truly enjoyed that part of traditional archery and miss it a bit.
