Saw a bunch of mallards and blacks off Hoaks restaurant in Hamburg.....Lake Erie was a sheet of glass today.

How far from shore do you need to be before it's legal to shoot?

Check, but I believe as long as you're below the high water mark you are fine. Just be sure you can retrieve

as TCIII  said check first.  generally on the great lakes and their embayments it goes by the high water mark.  i know some of the finger lakes are under the same rules.

some restrictions that go along with that is that you can not tie up to private docks, you may anchor next to them or among them but you can not tie up to them to hunt.

you must shoot over the water, I know that sounds logical but here is where you get into trouble,  your set up facing north with a slight north breeze, ducks come in but flare up and you swing up on the birds and shoot almost straight up, now with the slight breeze and light steel shot it lands on houses behind you to the south. now you will have issues if  someone calls the law.

there are very few but they do exist,  riparian water rights, this is where even on federal waters private land owners actually own some of the property under the water, in these locations you can not anchor or wade on their land. 

as was said make sure you have a way to retrieve your birds,  also you can not trespass to get to the water.
