Doe tag questions

Questions concerning the process for getting doe permits.

#1. According to what I found, the application process starts in August and ends in October??

#2. Also according to what I found, as a non-resident hunter I stand a ZERO chance of getting a doe tag for Unit 9W??

If anyone knows for sure the answer to these questions, I will appreciate a response.

I know it's early in the year to be asking questions like this but I make plans well in advance for out of state hunts.

#1-Yes once licenses go on sale and ends oct 1st. They also open bonus DMP's in November for a select number of permits. 

#2-Don't know much about this, but it is very possible that is the case.

I haven't looked at 9w exactly but yes areas around there are extremely hard for even residents to get dmp. I had 3 preferance points and still got denied for 9x.
