Spraying - Treating for weeds

In using products like roundup with Glyphosate, while checking the plots I noticed alot of short leafy weed like plants growing where I planted oats last year. And in the new plot area, I thought before I till all this back up and have weeds grow back again perhaps it would be a good idea to kill them off.

Should I till then spray or spray then till shortly after?

How soon after that is it safe to fertilize & plant?

Spray let the weeds"burn down" then till or till and till again a few weeks later if you don't want to use spray(tough for weeds to grow in constantly didturberd soil. A lot of seeds remain viable in the soil for years even if spraying then tilling will not kill them all even if a pre emeergent spray is used. An example is velvet leaf the seed is viable for almost 100 years.

Thanks. Well I now know how long it takes to treat 2 plots, 1/2 acre by hand (sprayer).

Sometime over Memorial day weekend I plan to clear the new one, overhanging branches, a few shrubs etc., and get it ready to till.
