Hunting/guns in suffolk

I have never hunted the island how do/where do we get the special permit.Is this for hunters on Long Island or open to all?

You have to have a # M10 self addressed stamped envelope with your back tag# on the back flap at the ridge hunter check station no later than 445pm the first monday in december.Must be #10 they will not open if you send smaller.Mail it to NYSDEC DEER DRAWING PO BOX659 Ridge NY 11961. Mail early enough to make it there in time.
