Should have would haves dont get us anywhere, but I do agree 1) that an intervention to the extent that harm to the child was avoided at the moment was warranted, and 2) the police should probably have been notified of an assault on the child at the time....The fathers behavior certainly isnt a one time, and likely other family members are subject to it. Notifying the police would put it on their radar...and perhaps he already is. Sometimes just the knowing that they are caught in the act can help deter future behavior.
