I didnt have to pass any shooting test to get my hunters ed certificate if thats what you mean. Do I think you should have to? Yes , that's what I was trying to say . I could have sworn that was a requirement when I passed my hunter's ed certificate for bow hunting .This was back in the early 1980's though.
