I would love to see a spring bear season. One of there objectives is to promote a "bear hunting culture" which is hard to do when the current season runs concurrent with deer seasons.

I agree also.  It would increase the number of people hunting bear because there is really nothing else to hunt that time of year.  However, I don't see it happening in this state.

How about a lottery system were they give out a small number of permits to bait them?

Most hunter do not target bear because it runs the same time a deer reg. season, those who do take a bear seem to do it as an given opportunity while deer hunting

The proposed september bear season seems like a pretty neat idea. Doesn't coincide with deer season. Can do some scouting at the same time, bugs aren't too bad. On the down side, Foliage may make it a little tough to see. And if you get one, the clock is ticking to get it skinned out.
