The absolute only way to truly tell, is for you to shoot the deer and see what the area in question tastes like... and post pictures doing so

Fibroma. They are caused by a papilloma virus. I have seen pictures of a deer that had them one year but they were gone (except scars) the next. Not life threatening unless they make it difficult for the deer to eat or see.
