Help me find article

I don't think it was scope but there is an article by the NY firearm coaliation about the new bill being purposed for the new college and attached to it is limiting ammo purchases to 20 rounds per a purchase every 90 days. Can anyone help me find the article/bill? I scanned through it quick but some people are telling me there are more restrictions in it.

I don't see anything tying the two together in a formal bill at all.

This doesn't seem to be the one I saw it was more recent purposed for this year (2017). It might not have been tied to the free college bill. Man I wish I could find it again I think I saw it on facebook by one of the nys gun clubs NYSFAF or something similar. I have tried to search for it on there but haven't come up with any results.

Still can't find the article though. Found an article through washingtontimes but wasn't the original source I saw it.
