In the article they mention some NYC resident who visited the area for the first time since 1869, and there are other references to the 1800s. I'm not sure why it is dressed up to look like a modern day New York Times article, but it has nothing to do with current news and likely is some Peta inspired hoax. From the Internet, one can easily find many articles such as the one posted by erussel. Good post erussel +1 I surely discount your point Doc that is "likely a Pets inspired hoax".
