This is a failure to care. Willful negligence is a punishable offense in the US.

The radicalization of impressible people who have very little in life to look forward too.

Many of the radicalized Muslims have lots.  Osama Bin Laden for example.  The man was very wealthy.  Many of the jihadists being captured or killed today have very good lives.  It seems more a call to Islam's religious demands and hero worship than a result of poverty.
