NYS is pretty big. Find state land you want to hunt, then start calling campgrounds where you want to go & see who is open until dec. If you 'explain' your hunting, some MAY let you primitive camp on the grounds with no utilities. In some areas of the state, there are primitive campsites on the state land for use, for free. Any stay over 3 days needs a free permit from the area forest ranger.

Yep, if you have a camper with water tanks and a generator, you can camp for less than 3 nights on some state land without a permit. If it will be longer, you just apply for the permit. I go down to some state land in the Southern tier with some guys and we stay in campers on the side of the roads that go through the land, never had any issues, lots of guys do it in fact. Check the regulations for the land you are thinking of before you go though.
