This has been in place for years.  Not sure why all of a sudden it's big news.  Clarification.  The actual language is not any firearm that holds more than 5 rounds but rather any magazine to a long gun that holds more than 5 rounds.

Probably due to the huge influx of gun owners and NYPD's massive mailings of "comply or confiscate" letters recently.
