$5,000?  Where are you getting that number?  You can hunt Colorado for much cheaper then that DIY.  A non-resident tag is around $600 and then you need to cover your travel.  And the odds of seeing something are pretty high, the odds of actually killing something are around 10% in the OTC units.  Even if you don't get one I guarantee you will have a great time.

$5k on a rifle hunt should get you get you at least 70% success rates, unless your looking for an absolute giant.

Just start googling phrases like "fair chase rifle elk hunt" etc.

Unit 70 is an OTC unit with quite a bit of public land.  I'm not sure of the details, but that seems like a lot to hunt that unit.  Would you be hunting some of the private land or would they just be guiding you on public land?  You can find all the stats and success rates from last year here:
