I just don't think boots on the ground should be the first course of action. Scare the hell outta' them to the point where their communication and organization is crippled and they'll be easier targets. Trump's inauguration can be seen as step one, Mattis' confirmation as step two, and their combined willingness to act as step three. The enemy is hiding in their caves right now trying to figure out what step four might be, and that alone is going to prevent them from doing damage for a while. If you can out-think and out-smart your enemy there's no point in just walking up and punching him in the nose.
