If it carries a pilot, it's not technically a drone though, right? It's just a different kind of helicopter.

I think it' considered drone because the passenger is not controllng it 

It flys by remote control . From a ground base

I recommend in the strongest terms possible that no passenger sit in it if I have the controls.
