Daughter in Buffalo needs to change her’s from  Monroe County to Erie . Monroe she got it in three months , and we do full carry not restricted BS, I’ve heard that they just issue you what your county did though .

Ive also  read that if you just notify NYSP of address change you’re good to go , it is a state license after all .
