It simply means the opposite of a "dry market" which is non-perishable goods. So thus a "wet market" is perishable goods such as beef, poultry, and vegetables. The concern isn't "wet markets". It's exotic meat trade which China has already banned. While it isn't currently permanent, it hasn't been lifted, and chances are it will become permanent.
