frost seeding clover

when should this be done... beginning or end of march?

I like to do it when you have an inch or so of snow left and its melting, usually end of march here

All my seed arrived and I'm hoping that I'll be able to frost seed next week....We still have several inches of snow on the ground.....What I need due to slopes is a light snow with cold Night temps and sunny days with no rain in the near future...This way the seed will work down enough not to get washed away....

I just spread 48 lb yesterday. It was light wind and the ground was frozen.
