Uh, not to be devils advocate, but there is no 3B in New York. Also, we don't have a DNR, at least not that I know of. Are you sure they're talking about NY?

If you look at the DEC map, there is clearly no 3B. Also, note how 3B doesn't exist on the doe permit listing either.
