Flock of hens still roosting

It has been a very odd season by me. There are 5 or 6 hens still roosting together with no toms with them. They should be on nests by now. Does anyone have an answer why this is happening?

Are the tom numbers low in the area? they may be bred and nesting already.. im sure they'll fly down and go their separate ways after an hour or so on the ground.. to lay on the nest?
