In October the seasonal access permit will allow you to park at any of the DEC managed lands parking areas for hunters until the Ridge check Station. When the Ridge staion opens you will need to check in to get a daily access permit. The station opens about 45 minutes before sunrise to le big game hunters out and then will let the small gamers go out. You can get a permit up until 2:00 or 2:30 I can't remember. There is also the state parks and county parks wich are adifferent process. You will need to contact the state and county parks departments for more information.
