As far as I kniw there's no law against making them. Possessing lead sinkers (while fishing) under 1/2oz is illegal I think. There's no law that prohibits possession I believe. Sale of any lead for purposes of fishing under 1/2 oz is illegal in NYS. Possession is not. Hope this helps.
