Ones that are willing to work and may not have the skills, education, or experience, but can be trained to perform the desired work. Happens like that in most union trades. Start at the bottom, learn the trade, and go through the apprenticeship, working your way through the ranks.

That's the problem today......no one wants to start at the bottom.
