According to this Article NY ranks 11 and 14th for typical and non typical P+Y bucks Entered. Pretty good for no AR, imagine what it could be with AR.

The data is well over 10 years old.  Do you think N.Y. has gained or lost placement?

Remember too that NY has one of the highest populations of deer hunters next to PA and MI... so more entries in P&Y might be a result of that also

About the same most likely. Few of the states ranking higher have AR restrictions.
