Interesting article.  If what they say is true, sounds like they did it right.  Why not give out tags though?  Private Property issues?

probably. hate nuissance tags here in NY and many ECO's do too. they just don't work as effectively as they should.

I think i read North Dakota? was having an elk cull, but you could apply to be a hunter. you had to hit 3/5 shots within 8" at 200 yards and be able to walk up to 10 miles per day. if the elk you kill tests negative for cwd you get to keep the meat

This seems like a great opportunity to ball bust, someone should jump on it.

If this has to be done, it was done the correct way in Idaho! From specific areas to cull the herd to donating the meat and assuming appeasing the farmers/ranchers.
