Check the DEC sight regarding bow only zone in and around that area. I know the bow only area starts at the guilderland ind. park and works its way all the way to the hudson river via parts of voorheesville delmar albany etc. Depends if you fall into the area they describe.

Looks like 4J is the bow only. This is the description from DEC

Albany County (WMU4J). That part of Albany County lying within a continuous line beginning at the intersection of the Conrail Railroad and the Albany-Schenectady county boundary in the town of Guilderland; thence southeasterly along the Conrail Railroad to Route 32; thence easterly along Route 32 to Feura Bush Road; thence northeasterly along Feura Bush Road to Glenmont Road (in Bethlehem Center); thence easterly along Glenmont Road to Route 144 at Glenmont; thence southerly along Route 144 to the south bank of the Vloman Kill Creek; thence southeasterly along the south bank of the Vloman Kill Creek to the west bank of the Hudson River; thence southerly along the west bank of the Hudson River to the Bethlehem- Coeymans town boundary; thence easterly along the Bethlehem-Coeymans town boundary to the Albany-Rensselaer County boundary (middle of the Hudson River); thence northerly along the Albany-Rensselaer county boundary to the Albany-Saratoga county boundary (middle of the Mohawk River); thence northwesterly along the Albany-Saratoga county boundary to the Albany-Schenectady county boundary; thence southwesterly along the Albany-Schenectady county boundary to the point of beginning.
