Really, with all the security breeches going on, they need a better way to allow license purchases.

 

"Non-residents who want to purchase licenses and permits: can set up a customer account using their social security number and date of birth. Non-resident aliens who are not U.S. citizens can create a customer record by providing their visa or passport number in lieu of a social security number. State and Federal law allows customers who are U.S. citizens to submit an affidavit in lieu of a social security number, if providing one is not possible.

Agreed.  Drivers License number should be enough.
