Really, when was the last change too the constitution? 1992 the states finally ratified the 27th amendment after 202 years so not a new change. That doesn't mean the Constitution is being changed, it means it is changing according to it's approved amendment process. An amendment may be proposed by a two-thirds vote of both Houses of Congress, or, if two-thirds of the States request one, by a convention called for that purpose. The amendment must then be ratified by three-fourths of the State legislatures, or three-fourths of conventions called in each State for ratification. That insures the citizens of America want the change and their representatives agree to it. The problem arises when activist judges at the Federal level "interpret" the Constitution to mean something other than what it says. Those changes are not approved according to the method the Constitution provides. That has become the preferred method of change for leftists who are always looking for "work arounds" regarding the limits imposed on the government by the document itself. These changes are not Constitutional and should be considered void by the citizens. But the government will apply force to their unconstitutional laws, to strike fear in the citizens who refuse to comply with these unconstitutional changes. The 10th Amendment is the most violated Amendment today, as the Federal government is appropriating many powers the Constitution says belong to the states and the states alone. The 2nd Amendment is the 2nd most violated Amendment, followed by 1st, 4th, 5th and 6th Amendments. When Biden says the document is "constantly changing", he's not referring to the Constitutional Amendment process the document calls for.
