  4. The FWMB is a board of politically appointed sportsmen and a handful of ex-offico members who are Legislators and DEC staff. This board functions to create public hunting and fishing access. The FWMB is mandated by state statue.
  5. "Glen Adams asked the question of Mike Wasilco before the meeting if he felt there was a sustainable Dove population in New York to hunt. Mikes answer that he reaffirmed during the meeting is that Doves from NY are being hunted, but not in NY. 400 doves were banded in NY and 4 doves were taken within four days of the banning. One was taken in North Carolina, and three in Pennsylvania. In order for a Dove hunt to take place in NY they would need to be reclassified as game birds. There is no reason not to hunt doves in NY biologically. They are managed on federal level. Mike Wasilco stated that although you only see three or four at a time usually these are a changing regularly. It would take scouting to find a flock as they generally do not flock up like Black Birds. Survey of doves a year ago did not find an overwhelming response of hunters wanting a season. The banding of doves started two years ago for New York". I see that you have not been active since August 2014. I also note a comment by yourself stating people should get off the internet and I assume - attend these meetings? The NY Dove Hunting Team would be happy to work with your organization as well as individuals. As a matter of fact, if you refer to the attached map, you will notice there is a gap in the southwest corner of the state we are focusing on filling. FYI: Our data does not agree with Wasilco's statement, which is extracted from the DEC website about the level of interest in dove hunting. This so-called survey, was actually ONE question asked in 2004? and ONE additional question asked in 2006?. Furthermore, the questions themselves hardly served as a good indicator as phrased: in 2004 the DEC asked do you support the reclassification of mourning doves in NY? Two years later, in 2006?, the DEC asked Have you ever hunted mourning doves in any state besides NY? We also point out that, NY allows a season for about 200 falconers, less than 100 bear dog trainers, and about 11,000 trappers.... Dove hunting should be compared to falconry, bear dog training, and trapping, not deer hunting.   7. Most definitely, the blue pegs by Brett, and the green pegs by Culver Creek, represent the hard copies we got in so far. The DEC actually tracked me down and sent me Brett's petitions. Our website has a link which you can print out Petition forms as well as other literature and targets. As a matter of fact, when people start sighting in for deer season, including muzzleloader, see if you can drop off targets at shooting ranges. We still need many signatures from every region of the state, but we also need to focus on the areas of the map which show gaps. That includes contacting the hunting organizations and the outdoor newspaper writers in those areas, but also reaching out to individuals!

Here lies the problem, and if we crack this problem with the dove initiative it will have future application with other pro-hunting legislation: There are 95 assembly districts in Rockland and Westchester Counties. And, there are 21 in Long Island alone. Most of the 20 members including the chair of the assembly environmental conservation committee represent those same districts. Nevertheless, pro-hunting legislation does pass every session, so it is not as grim as some suggest. Keep in mind each assembly member represents around 200,000 people, but the voters are more like 5,000, even downstate, so dont think a focused effort by sportsmen does not get their attention. Indeed, there is good signature weight in the key areas: lower Hudson Valley, NYC, and Long Island. However - we need as many as possible from this region and it is never enough. If you note the blue pegs: the effort of one hard working person can indeed make a big difference not only in numbers, but in one particular Legislative District. We need 50 people doing this! The next person gets to pick their color! We were hoping to get several teams at national Hunting and Fishing Day events throughout the state, this did not happen this year, but we are looking forward to next year, and as many subsequent years as it takes.
  9. I guess people don't feel like opening the link right now, so I will just post the progress map right here. As said, the map shows gaps that need to be filled; and down state although not showing a gap, is a critical area. Also note the blue pins - those pins represent the signatures collected by Brett . That dense cluster will make a difference. Others can do the same and we need that kind of effort by multiple people, in different sections of the state!
  10. A lot of traffic right now, so I am bumping this. Help us fill the gaps and get even more representation over the state, especially in the lower Hudson Valley, NYS, and Long Island. Note the blue pins - that was the effort of Brett! One person can make a huge difference, imagine if we had 10, 20, or 50 Bretts!

Wildcats, Just be careful with the info in post # 15 - although I think the correction stands, and the source is reliable, it is the internet, and it could be a cached document, I didnt check to see if it was outdated material , just did a quick search, so I dont want to misinform you. Check with the DEC police and play it safe.

It appears that regulation was removed or never enacted - there are other similar laws though, such as the trap must have a tension device and be covered, see bolded below and the source is at this link: http://codes.lp.findlaw.com/nycode/ENV/11/11/11-1101 1. Except as provided in title 5 or in sections 11-1901 or 11-1903, no wild bird shall be trapped, netted or snared, or if so taken, possessed. 2. Traps shall not be set for the taking of any protected wildlife except (a) in an open season as provided in section 11-1103 for taking the species for which the trap is set; or ( in accordance with a license or permit issued by the department pursuant to title 5; or © as provided in title 5 or title 19 with respect to rabies control and predatory, destructive or menacing wildlife; or (d) on a registered muskrat marsh as provided in section 11-1109. Protected wildlife taken or captured in a trap shall not be killed or possessed while captive unless it is a species of wildlife for which the trap was or might lawfully have been set at the time of capture. 3. In waters of the Southern Zone, as so defined, from December 5 through January 31, no person shall set, place or maintain a trap of any kind except (a) spring hole trap sets for the purpose of taking fox, or ( water sets during any open season established for the taking of muskrat, otter and beaver, or © traps set on a registered muskrat marsh pursuant to permit, issued as provided in section 11-1109. 4. On the opening day of an open season for trapping, no person shall stake, set or place any trap or deadfall for the purpose of taking the species of game for which such open season is established or fixed, in the area for which such open season is established or fixed, before 7:00 A.M. 5. Except as provided in subdivision 1 or 2 of section 11-0523 with respect to destructive and menacing wildlife, no person shall (a) set or use a trap of the leg-gripping type having teeth in the jaws; ( set a trap so that wildlife when caught is suspended; © use, locate or set a snare or a device consisting of a noose of any material whereby an animal may be taken. 6. a. No person shall set or use a trap of the leg-gripping type (a) having a spread of jaws exceeding 7 1/4" measured at right angles to the axis upon which the jaws operate and excluding the gripping surface of each jaw, when used under water during the open season for trapping beaver or otter, or ( in any other case, except as provided in title 5 or in section 11-1109, having a spread of jaws exceeding 5-3/4" as so measured. b. No person shall set or use a body gripping type trap with a dimension of more than 7-1/2 inches except: (a) when used in water during the open season for trapping beaver and otter; or ( as further permitted by the department by regulation. The dimension of the body gripping trap shall be ascertained when the trap is set in the extreme cocked position and shall be the maximum distance between pairs of contacting body gripping surfaces except for rectangular devices which shall be the maximum perpendicular distance between pairs of contacting body gripping surfaces. c. Traps of the leg-gripping type having a spread of jaws exceeding 4" measured as described in paragraph a of this subdivision, when set on land (excluding traps originally set in water) (a) shall be covered at the time the trap is set or visited; if the trap becomes uncovered after it is set the covering shall be replaced at the time the trap is visited; coverings shall include but not be limited to soil, sand, leaves, needles, other plant materials, and other substances as permitted by department regulation; such substances shall completely cover the jaws of the trap, and ( shall be equipped with a pan tensioning device which shall include but not be limited to a bolt and nut, notches grooved in the pan and dog or lever, sheer pins, a spring under the pan or strip of band steel, or other devices or modifications as permitted by regulation of the department. 7. Except as provided in section 11-1109, (a) no person shall take muskrat by the use of a box, wire or cage trap, except that they may be taken in such a trap of a construction incapable of taking any species of wildlife until wildlife previously taken therein has been released; ( except as otherwise permitted by department regulation, no person shall set, stake or use a trap within a distance of five feet from a muskrat den or house or any structure constructed by a muskrat in which it can take shelter; © smoke, chemicals, gas or poison shall not be used on or near any trap used to take beaver, otter, fisher, bobcat, coyote, fox, mink, raccoon, muskrat or skunk. 8. Except as permitted by the department, no person shall set, stake or use a trap within a distance of fifteen feet from a beaver dam, den or house. 9. No person shall take, possess or remove from any legally set trap any lawfully trapped wildlife or shall wilfully disturb, destroy, take or possess, any legally set trap, without the permission of the owner of such trap. 10. Traps shall not be set or placed on a public highway. 11. Beaver, fisher and otter shall be taken only as permitted by the department. 12.   14. Looking forward to reading that, I had spoke to Steve and knew something was coming! Piatt also has signed the petition and joined our facebook page as well. Recently we also had another person, who I believe is a forum member, who collected almost 300 ink signatures and turned them into the DEC who in turn tracked me down and sent them to me. I intend to contact him this weekend. There are many others to that deserve mention. The negative folks have wasted considerable time, and moving forward we won't entertain anymore fiction and concentrate on the positive people! Please note: As Lawdwaz said: Concentrate on the petition, at this stage of the game everything else is secondary! When interfacing with combatant persons or media, control the discussion so that it is 100% straight forward by sticking to the following: No argument made against dove hunting will stand up under scrutiny. No matter what confusion is mixed in, it boils down to two absurd premises: Eating chicken breast is okay, but eating dove breast is not. Or it isn't okay to eat either.

  16. Every year NY sportsmen do not engage each of these elements is one more year of lost opportunity. A year from now, we can be asking for all of the same things, some of the same things, or we can be nearly done. Eventually more people will kick in, you can wait for the other guy or dig in yourself.....   17. It use to be everyone out in the field had a dog with them and was hunting. As a matter of fact, when we were trapping, to avoid stolen traps and fur as well as competition with other trappers, we would carry a shotgun and wear orange - people would assume we were hunting cottontail or wild pheasant and ignore us. Imagine that - ignoring someone carrying a gun hunting wild pheasant and rabbits.. Those were the days..... Once it became popular for non hunters to go outdoors, I had one joker yell at me one time, there are no bucks on this side of the road, only does. The bucks are across the road.... I wonder how many hunters were stupid enough to believe that one.....
  18. I agree with this. Even state agencies like the DEC and in other states in the past would not be so loose with info about places to hunt and/or stocking. This policy change plus the internet makes it much different today. Instead of attacking a post like this, what about the guys that publicly post the location ( lake, highway, landmarks) of OTHER PEOPLE'S duck blinds? There are other examples besides this one. In the past, pre-internet, even telling one person face to face and asking he keep it to himself, had proven time after time that that one person tells another and he in turn and so for and so forth. Look at Long Island. It has world class waterfowl hunting and literally thousands of places to legally set up. Yet the experienced locals are STILL extremely tight lipped. It seems the DEC based on Long Island goes along with the contemporary values too. Long Island waterfowling is a good example of how you had to work for it in the past. It screens out the bad apples too. These days we are too desperate to keep hunter numbers up we take whoever we can get, that just isn't sustainable and will kill us in the end....

  21. We get a lot of update inquiries. Not only is our petition growing, but so is our reach, and the word is getting out. However, the first thing we need to stress; is that this is a long-term effort that may take years. Not only is the word getting out, but much more cooperation has been fostered and more people have become informed about the matter. However, there still are many who are not caught up and need to be educated about the same elements. The outdoor media has begun to show interest in the topic as well. We are still struggling with some of them, however, because they want to focus on who NY Dove Hunting is and/or other people who have pushed for dove hunting in the past, and how difficult it is, etc.… We appreciate and need the press, however, it has not always been beneficial or as beneficial as it could be. Basically the message we need is sign the petition, visit our website to educate yourself on the matter, and follow us on social media for updates. We also need the media to push for volunteers and donations. The NY Dove Hunting advertisement on page 50 of the NY Hunting and Trapping Regulations Guide seems to be productive. Next year we want to run a full page ad or two small ads. To do this we need donations. Checks are made out to J.F. Griffin Publishing and mailed to NY Dove Hunting. For our mailing address, contact us through our website. We hope to raise $3,000 to cover a full page advertisement. Our National Hunting and Fishing Day strategy did not get off the ground this year, but we are hopeful for next year. We need volunteers to run booths at various hunting expos handing out literature, answering questions, and gathering petitions on the spot. When this gets off the ground, the movement will advance at a much, much faster pace. Those booths and literature cost money, and it would even be better if volunteers paid for them and/or gathered their own donations as much as possible. Although someone else might seek legislation, NY Dove Hunting has no plans to do so until we have gathered what we hope is sufficient petition signatures. We set the goal at 10,000. Currently we are getting signatures every day, but in the event we plateau, and the response is not revived with advertising, blogging, etc. we might settle on less than 10,000. However, we probably could get that amount over National Hunting and Fishing Day alone; once that gets off the ground. Out of around 1,090 Facebook followers, only about 90 have signed the petition. Facebook throttles pages to only 4% of their followers. With paid advertising, they allow us to reach only 7%. So if you know anyone on our page, tag them or otherwise contact them, don’t assume they are getting our feed because you did. As a page, we cannot contact them directly either, as you can with friends on a personal page. Sharing our posts on hunting-related facebook groups you belong to (or can join if you do not belong to any) which are specific to NY will help greatly. Any other way each of you can reach out is needed as well. On our website we have not only petition forms you can print out and return to us, but literature and targets with our web address on them. Placing these targets at your shooting range, particularly when people are sighting in for deer season, muzzleloader, rifle, or shotgun, will get word out and remembered. If everyone invests a few of their own dollars and prints these out and makes them available where hunters gather, it would help the movement further.

Not too long ago, two county federations have passed resolutions to seek a dove hunting season and/or reclassification of the mourning dove, a third county federation passed a resolution to request the DEC surveys small game hunters on the matter. We are unclear about what we are reading, but it sounds like the NY State Conservation Council has been on and off in its support, and the last word in 2014 is that they are on board. Additionally there are a couple of "interesting" details. For example, the NYSCC's small game committee disapproved Onondaga's resolution in 2008 requesting the DEC surveys small game hunters about the matter - read about the reason given. There is also a mention of what sounds like the NYSCC's change of heart about the matter in 2005. Lets be crystal clear: We did not write this, we are reporting it. We don't understand the comment made referencing the NYSCC's stance in 2005. As a matter of fact, we would like to be filled in better about all this ourselves, and it probably would be useful as we continue to analyze the dove situation from the past to present.   23. Time to get serious about doves! Less debate, more action… Arguments that have been made against dove hunting will not stand up under scrutiny. •“NY does not have many mourning doves”. • “Mourning doves control undesirable plants”. • In the past, various members of the Legislature have not exercised due diligence in their actions regarding dove bills, thus no scrutiny has been applied to the matter. Focus on the petition! • When communicating with individuals and the outdoor media stress the importance of signing the petition. • Be mindful that the breadth of this topic makes it easy for discussions to lose focus of the petition.
