Large Capacity Magazine

Been wanting to get a lever-action rimfire rifle but every one of them are tube feed magazines that hold 15+ rounds. Any lawyers here than can translate this into english? Particularly note #16.

New York City: New York City regulates ammunition feeding devices, which are defined as a magazine, belt, feedstrip, drum or clip that can be attached to or used with a firearm.

Ammunition feeding devices for use with rifles and shotguns: subject to limited exceptions, no person may possess an ammunition feeding device designed for use in a rifle or shotgun if the device has the capacity to hold more than five rounds of ammunition. Ammunition feeding devices designed for use in a rifle or shotgun may not be transferred except between an authorized possessor (a rifle or shotgun permit holder) and a dealer in rifles and shotguns.

16-While New York City does not define large capacity ammunition magazines based on the number of rounds they can hold, it does ban possession of large capacity ammunition feeding devices designed for use in a rifle or shotgun it the device has the capacity to hold more than five rounds.

They are talking about possession of ammunition feeding devices. However they are still "ammunition feeding devices in your possession, even if they come installed in a gun. Sounds like any weapon that can hold more than 5 rounds is illegal in NYC, unless they have some exceptions listed elsewhere in the law. That is one heck of a lot of dis-allowed guns.

However, I must state that I am not a lawyer ...... lol.

Well I'm a lawyer and here is the link to the NYC Administrative code that governs high capacity mags for rifles and shotguns.

Doc you are correct. Any long gun or shot gun that holds more than five rounds is illegal in NYC unless you are a dealer or fall within one of the exceptions.

If you have a gun that has a detachable magazine, you can still own a magazine larger than 5 rounds capacity. Just don't have it attached to the gun while transporting it within the city. You can shoot on LI or upstate all you want with that larger capacity magazine. How many places are there to shoot within the city anyway?? How the hell will the city know that you own a larger capacity magazine if you have it stuffed in an old shoe somewhere in your house or under your spare tire in your trunk? The law is stupid, but it's quite easy to get around. Absolutely NO freaking way the city will ever know about it if you don't have it attached to the gun. I would really like to know how many people they busted on this charge?? I bet mighty few if any.

I have a 10/22 but the shop I bought it from (Gandermountain) wouldn't let me walk out with the magazine that came with it because it was a 10 round mag. I bought a 5 round mag off of MidwayUSA. Technically, I can go out of the city and just buy a high capacity mag upstate.

Doesn't work with lever-action rimfires since all their mags are built in.

Well, I guess you would have a problem with a tubular type magazine that is permanently attached to the gun. They are sort of a pain to load and unload in my opinion anyway, so I guess this law wouldn't affect someone who doesn't own a gun of that type. Also, many ranges don't allow the shooter to load up more than 5 rounds at a time anyway, I know the one in Brookhaven LI doesn't, so a large capacity magazine wouldn't be of much help anyway.

It appears any rifle ( as defined as any firearm that has a barrel that measures 16" or longer) that can hold more than 5 rounds is banned. The only lever-action I can think of that fits that criteria is the Browning BLR. I wanted one in rimfire because I wanted it for plinking. $1 per round it too expensive to plink with for my blood.
