What tool set is this

Father in laws brother. He wasnt a machinist but was into gunsmithing. Maybe for that.  Dunno never seen set like this

Typically it was used in a procedure called an “Addadicktome” back in the 40’s and 50’s.   
 

They command a very good price on the secondary market.
