Nothing wrong with him hunting extra deer. But he is clearly someone who might take too many or out of season. If I were you I wouldn't say anything. But I would pay attention for shots out of season, or if you notice improper tag, and report to DEC. Him taking extra deer affects your hunting experience. Be prepared to possibly lose access to the property. Also, I don't know how hunting is in your area, but he seems to have a lot of deer luck, so if I were you I would keep my eyes open for any suspicious piles of feed.

I had an old timer tell me that he elevates gut piles a little bit to let the smell travel further because it attracts deer.

You arent allowed to use the either sex tag during the rifle season. No matter what hunting tool you use.

Baiting deer is illegal. Technically your neighbor could be fined also.

Long Island is one of those places that someone might call police and even sue you because their poor child had to see a dead deer. But Long Island hunting land is hard to come by. Did you see the video of the hunter getting harassed by a dad and his kid out on the island. And he wasn't even hunting at the time. Imagine that same family saw you dragging bambi to your car?

I'm assuming you are bow hunting. Law says you cant discharge within 150 feet of an occupied dwelling(or have permission from owner). But be aware your neighbors are very likely to call the police.
