My brother lives in California. He comes home every year for opening weekend. Always flys the “red eye”. First stop is Wally World to get his license. I always thought non residents couldn’t get DMP’s but he has been getting them for years. This is good. No, this is not the first year. Not sure when it started or if they ever weren't able to get DMP's but non-residents have definitely been able to get DMP's for a good many years now.
