Looking at trying some Berger .243 , out of state dealer has it on the shelf and says he can ship to me in NY

I thought there was a law it had to shop to an FFL ? Or is that just NYC?

And if he’s wrong and ships it to me, who gets in trouble ?

Has anyone experienced this ?

“Legally” he has to ship it to an FFL.   That is for the state of NY, not just NYC. Not sure who would get in trouble if he ships directly to you.   Have never ordered ammo online. I do weekend trips to neighboring states and stock up while I am there

As stated above, to be legal ammo has to be shipped to an FFL, a genuine pain in the ass and that is what this state loves doing to it's citizens, "make everything gun related as hard as possible"!

Being a handloader I can avoid most of this hogwash, but when it comes to rimfire ammo I have to jump through the hoops and pay through the nose. I can mitigate the cost somewhat by ordering in bulk, my FFL is The GunWorks of central NY located in Verona NY, they have a straight fee of $20, so if I purchase a couple of cases of ammo it is still within reason.

I buy mostly from Target Sports and they ship directly to GunWorks, when it comes in,I just run over there and get the paperwork out of the way, pay the fee and pickup my ammo.

I may just ship to my buddy in PA and have him bring it when he visits
