Its to make a home able to use wireless phones without running a wire to each phone. 

 

Basically it is a wireless phone system for your POTS line.  It has other uses for trucks but the description is not very good.

From my understanding, its actually just the opposite.

It's to convert a conventional land line from the phone company, to a wireless cellular one. Everything in the home stays the same, wired or wireless.

The use of CDMA and GPS features indicate that the interface going out of the home is cellular.

When I come across things like that I take it down to the driveway entrance and place it within easy view of the road (no signs required). Generally it will be gone in 3 or 4 hours.
